Which decisions were withdrawn?
The Ministry of Housing, Communities and Local Government says the current decisions were withdrawn for Essex, Southend-on-Sea and Thurrock; Hampshire, Isle of Wight, Portsmouth and Southampton; Norfolk; and Suffolk.
Does this mean local government reorganisation has been cancelled everywhere?
No. The government describes this as a rapid review of the programme, not a blanket cancellation. Decisions taken in July 2026 and two outstanding areas are included in the review. The government says the Surrey decision is not affected.
What is happening in the other areas?
According to the government's 7 September announcement, plans for 14 other areas, together with Cambridgeshire & Peterborough and West Sussex, are being reviewed and paused while the review takes place.
Why did the government change course?
The official explanation is that ministers received updated and privileged legal advice and want to ensure the process is robust and aligned with the government's current priorities. Some affected councils had also mounted or considered legal challenges, but the government's published announcement does not say that every part of the programme has been permanently abandoned.
What does local government reorganisation mean?
In England, local government reorganisation can replace existing county and district council structures with fewer unitary authorities that deliver local services across a larger area. Exactly what happens in each place depends on the proposals and the outcome of the current review.
What should residents do now?
If you live in an affected area, existing councils continue to provide services unless and until legal and administrative changes are formally made.
